First off, there was the woman who lived there. Never a good idea to startle her. (Why he was setting up her Christmas surprise early.)
Then there were the owners, the two biggest paranoids in Beacon Harbor. You never knew what they might've installed since he was last by, even if they didn't live in town anymore.
That's why the envelope in the window didn't surprise him.
The contents did.
"Now how am I gonna tell Rogue we pay property tax next year?"
